Our latest research, published in Health Affairs Scholar, found that personalized outbound calls significantly help consumers transitioning from Medi-Cal to marketplace coverage. The study found that these outbound calls increased plan take-up by 39% in English-speaking households, and 67% in Spanish-speaking households. Methodology: From August 2023 to July 2024, nearly 40,000 households were randomly assigned to receive direct phone calls encouraging them to enroll in their pre-assigned Covered California plans. Calls were made within 30 days of losing Medi-Cal coverage to minimize gaps. Even in a setting with automatic enrollment into no-cost plans and minimal administrative barriers, direct phone outreach is an effective mechanism for helping consumers transition from Medicaid to marketplace coverage. This research highlights the critical role of personalized outreach in supporting consumers during major coverage transitions. We’re proud to share this research and hope it inspires further innovation in outreach strategies across the healthcare landscape.

Last week, our Executive Director, Jessica Altman, hosted Representative Doris Matsui to discuss the impact that rising health insurance premiums could have on Californians. Joining them was Rachel Rios, Executive Director of LA FAMILIA COUNSELING CENTER INC, and Jessie Mabry, CEO of Opening Doors. If Congress does not act to renew the #ACA Enhanced Premium Tax Credits prior to the expiration at the end of the year, Californians could see premiums rise by 97% on average, with constituents in Representative Matsui’s district seeing upwards of 111% increases. Millions of Americans could be priced out of the health care they need.

Last week, we hosted a Community Circle in Riverside with leaders from Black community across the Inland Empire. Our Executive Director, Jessica Altman, and Chief Medical Officer, Dr. S. Monica Soni, MD, joined the discussion to explore health priorities, barriers to coverage, and opportunities to strengthen outreach. The Inland Empire continues to face significant health coverage challenges, with an uninsured adult rate of 8.2%, notably higher than the state average of 6.9%. Without the extension of the Enhanced Premium Tax Credits, consumers in Riverside and San Bernardino counties could see average monthly net premiums increase by 55% and 62%. Through our Community Engagement and Partnerships Program, we are working to change this reality by creating a two-way dialogue to listen, learn, and collaborate with communities to address barriers to care. Barbara Rubino, Associate Chief Medical Officer, and Emory Wolf, Assistant Deputy Director of Evaluation and Research, re-ran analytics and published their findings in Health Affairs in direct response to recent CMS data on so-called “phantom enrollees,” often cited as evidence of improper enrollments taking advantage of marketplace subsidies. Our analysis rejects this characterization. “In medicine, we often say “right care, right place, right time” to describe when systems meet the needs of individuals.
